Older-youth programs let teens take the lead through high adventure, service, and career exploration. The Virginia Headwaters Council supports programs for youth roughly ages 14–21:
- Venturing, coed adventure, leadership, and personal growth.
- Sea Scouts, boating and maritime adventure.
- Exploring, hands-on career exploration with community and business partners.
